    Representative - Drug Abatement Field Operations

    The FAA/DOT requires that 25% random drug testing and 10% random alcohol testing is conducted annually. These activates are volume based and based on the total number of safety sensitive employees. Functions include random testing, follow-up testing, and post-accident testing. The role and responsibilities of this position are driven by regulatory requirements for accuracy in the execution of testing and record keeping, including compliance with Reasonable Suspicion training and qualifications. This position will be responsible to oversee and manage training requirements and numerous administrative functions in support of the entire Drug Abatement program.

    Your main responsibilities in this role include the following:


    Duties and Responsibilities

    • Responsible for the accurate and efficient administration of United required and FAA/DOT mandated drug and alcohol testing activities.

    • Responsible for meeting testing expectations by completing and demonstrating proficiency in required training, by maintaining unrestricted DOT BAT/Collector credentials, and by providing testing services in a confidential, compliant, flexible, and cross utilized environment.

    • Serves as specialists within Drug Abatement for operating an NHTSA evidential breath testing device (EBT) as a certified Breath Alcohol Technician (BAT). Prepares donors for breath alcohol screening and confirmation testing by explaining procedures so testing can be completed.

    • Provides appropriate and timely response to donors, to Senior Manager, and to leaders throughout the organization.

    • Certifies each drug and alcohol test in accordance with the procedures established in the U.S. Department of Transportation regulation, 49 CFR Part 40 and CFR Part 120.

    • Interacts with medical review vendor, laboratory vendor, and Federal enforcement inspectors as required. This position reports directly to the Director and it partners with team members to achieve pre-established testing schedules based on established policies, procedures, and systems.

    • Responsible for working flexible schedules to accomplish testing services. Specific functions, tasks, and requirements may vary for the Coordinator or may be added depending upon the location, testing volume, and operational and program requirements.

    • Occasionally travels to conduct testing services based on operational demands.

    • Practices safety conscious behaviors in all operational processes and procedures.

    • Drug Abatement Reps perform special assignments, projects and specialty functions. This includes preparing for and administering internal training services for United collectors and BATs, processing drug and alcohol background checks for clearing employees to work in federally mandated safety-sensitive job functions, maintaining credentials to handle breath alcohol equipment, and making quality assurance and service calls to external collection facilities in the respective downline stations/regions.

    • Be available to travel and to provide mobile testing services for both random and emergency testing situations.

    • Maintains required documentation for review by the Federal Aviation Administration. This includes current certification credentials to demonstrate authority to conduct federally mandated testing services.

    • Responsible for ensuring Drug Abatement has adequate and current testing inventory to administer testing services at all times. This includes keeping an ample supply of authorized testing forms, equipment, and support items that are needed for operating the alcohol testing system.

    • Responsible for accurately and legibly completing all testing forms according to policies, procedures and systems. Interacts with medical review vendor, laboratory vendor, corporate attorneys, and Federal enforcement inspectors when required.

    • Drug Abatement Reps conduct breath alcohol screenings, breath alcohol confirmation testing and drug specimen collections to meet FAA/DOT and company program expectations.

    • Drug Abatement Reps interact with Senior Manager to report test site activities, to account for testing volume, to address quality assurance, and to remain engaged about overall business strategy associated with United's testing programs.

    • Must be able to perform essential functions of the job to accomplish testing services requirements. Prior customer service experience is preferred. Minimum of high school diploma or equivalency required.

    • Must have a highly developed sense for protecting confidential details. Must be able to travel when operational needs and testing volume require travel.

    • Should have working knowledge of Microsoft Office products and an ability to learn and to use other systems including: CMS, ORACLE, DAS, and LifeLoc.

    • Strong oral and written communication skills are desired. Should possess effective judgment and customer-service orientation necessary to instruct program participants, nurses, and occupational health technicians on policies, procedures, and systems.

    • Must be self-motivated and able to meet productivity objectives whether working independently or in a team setting.

    • Must be attentive to details, organized, and have the ability to comprehend regulated materials. Must be able to handle multiple tasks associated with providing testing services and to professionally respond to changing priorities, with minimum, direct supervision.

    • Recent experience with CFR 49 Part 40 and CFR Part 120 is preferred. New recruits must be able to satisfactorily complete required training to function as a certified DOT Breath Alcohol Technician and Collector.

    • On-call support for all clinic managers, supervisors, and test site collectors to direct on proper testing and irregular operations.

    • On-call support for NOC and company management to direct and guide on drug and alcohol related incidents.

    • Must conduct direct observation drug collections for employees that are under Follow-Up testing programs in accordance with Subpart O of the federal regulations.


    Job Requirements

    • Bachelor’s degree or equivalent work experience in a training or substance abuse environment

    • Microsoft Windows and Office proficient

    • Excellent verbal and written communication skills

    • Strong analytical and organizational skills

    • Must be legally authorized to work in the United States for any employer without sponsorship

    • Successful completion of interview required to meet job qualification

    • Reliable, punctual attendance is an essential function of the position

    • Preferred Qualifications

    • Certified Drug Screen Collector

    • Certified Breath Alcohol Technician

    • 2 years’ airline experience

    • 1-year experience in training development and/or conducting workplace training

    • Other Qualifications
